On quantopian it is possible to just offset a schedule event to run on a certain working day of the week, but I believe that quantconnect only allows a schedule event to be run on a specific day. How does this work if the day is a public holiday?

If the event is scheduled for a holiday, it will be fired as soon as there is new event/data since Lean is event-driven.
That means, for example, that an event scheduled for Jan 1st, 2018 12 am will be fired at Jan 2nd, 2018 9:31 am. If you log the algorithm Time, it will mark Jan 1st, 2018 12 am. You can use this information to check out whether the market is open for your security:
is_open = self.Securities["SPY"].Exchange.DateTimeIsOpen(self.Time) # is_open is False
