I am coming back after a hiatus. During my time away I maintained a paid account. I was attempting to run a backtest. It seems my account cannot run a test. My goal was to start using lean locally and the cloud to backtest my algos. If this is an account issue, please assist.

I don't see particular problems on my side. I guess it should work on yours too.
The simplest for local backtest is to use LEAN CLI (https://www.quantconnect.com/docs/v2/lean-cli/getting-started/lean-cli). Note that if you do local backtesting, you will need to have data locally and then, you will need to pay for data if you want to use QC data.
